Iranian Families Sue U.S. and Israel Over 2026 Unrest

Families of those killed during the January 2026 unrest formally file a complaint against the United States, the Zionist regime, and their internal and external collaborators

The official ceremony unveiling the legal petition filed by the families of those killed during the unrest of Dey 1404 (January 2026) was held at the Islamic Revolution University, with the participation of the families of the victims and senior judicial officials.

The petition is directed against the Government of the United States, the Zionist regime, and their affiliated internal and external agents. Relying on documented evidence and materials, the complaint seeks the legal and judicial prosecution of those who planned, directed, and carried out these events through domestic courts and international legal mechanisms.


A Persistent Pattern of Hostility Toward Iran and Its People

Since the victory of the Islamic Revolution and the establishment of the Islamic system in Iran, the American-Western and Zionist system of domination has remained in continuous confrontation with the Iranian state and nation. This confrontation has taken many forms, including the design of multiple failed coups, efforts aimed at the territorial fragmentation of Iran, the imposition of war through encouragement of Saddam Hussein’s Baathist regime, and sustained support for armed and terrorist organizations.

Among these groups are the Monafeqin (MEK), separatist organizations such as Komala, the Democratic Party, PJAK, Jund al-Shaytan, Jaish al-Zulm, and others. These actions have also included economic warfare through sanctions, sustained economic pressure, and the deliberate creation of insecurity and unrest.

At every stage, these policies have imposed severe material and moral costs on the Iranian people. Nevertheless, despite the continuation of both overt and covert conspiracies, the Islamic system has not deviated from its path of development. On the contrary, Iran’s independence and national capacity have continued to strengthen.


From Negotiation Tactics to Direct Military Aggression

Faced with its inability to contain Iran through political and economic pressure, the system of domination escalated toward direct military confrontation. While publicly engaging in negotiations over Iran’s peaceful nuclear program, it simultaneously prepared for armed conflict.

In Khordad 1404 (June 2025), a twelve-day American-Zionist war was launched under the direct leadership of U.S. President Donald Trump. This aggression constituted a clear violation of fundamental principles and peremptory norms of international law. Its outcome was the killing of civilians—including women and children—and the destruction of vital infrastructure, relief facilities, and cultural institutions.

Despite these damages, broad public support for the Islamic system and the consolidation of national unity prevented the aggressors from achieving their military and security objectives. As a result, the enemy was forced to seek a ceasefire and unilaterally halt its military actions.


Shift Toward Internal Destabilization and Organized Street Violence

Following its failure in direct military confrontation and its inability to create a strategic divide between the people and the state, the American-Zionist system advanced to the next phase of its hybrid war. This phase relied on activating internal and external mercenary networks and investing in organized riots, street violence, and civil disorder.

Armed groups trained and organized by American, Zionist, and Western intelligence services were mobilized outside Iran’s borders. These groups were financed using wealth plundered from Iran by the Pahlavi family, with the participation of remnants of the former Pahlavi regime—most notably Reza Pahlavi—alongside the Monafeqin and separatist organizations.

Through deception and manipulation of some uninformed individuals, their leaders entered the country and began recruiting from groups such as PJAK, the Democratic Party, Komala, HDKA, Jund al-Shaytan, Jaish al-Zulm, and imported ISIS elements from neighboring states. Their objective was the killing of civilians and the execution of terrorist and destructive operations at a chosen moment.


Economic Protests as a Platform for Security Escalation

Protests related to rising prices and instability in currency and capital markets were exploited as an opportunity to operationalize this plan. Mercenary and terrorist elements infiltrated gatherings of protesters who were unaware of the underlying objectives of these groups.

In this way, the American-Zionist military-security scenario—supported by exiled monarchists and other armed groups cultivated abroad—was activated against the country and the Islamic system.


The Second Phase of the Twelve-Day War: Psychological and Economic Warfare

After failing to impose its objectives through military force, the enemy initiated a second phase of the conflict through coordinated psychological, economic, and livelihood-based pressure. The aim was to provoke widespread street confrontation and political conflict with governing and security institutions, thereby preparing the conditions for renewed foreign military and security intervention.

In this context, Donald Trump, despite his openly hostile record toward the Iranian nation—including withdrawal from the JCPOA and the imposition of maximum-pressure sanctions—claimed to support the Iranian people while explicitly backing rioters and armed terrorist groups. Through this approach, the second phase of the hybrid war was launched. Once again, however, these calculations proved mistaken.


Public Awareness and the Collapse of the Violent Strategy

Iranian citizens, including market protesters, rapidly recognized that armed groups were acting as ground forces for the United States and the Zionist regime. These groups sought to create chaos, conduct mass killings, and destroy public and private property in order to facilitate broader foreign intervention.

Consequently, the public separated itself from these elements and, by supporting Iran’s military and security institutions, rendered the armed groups and their American, Zionist, and regional sponsors ineffective.


Mass Killings and the Escalation of Terror

When armed groups realized that their true nature had been exposed and that they stood isolated from the population, they resorted to extreme violence. The killing of civilians became a central tactic for expanding unrest.

Statements made by Donald Trump prior to Thursday, 18 Dey 1404 are notable in this regard. In a post on X, he stated: “If the Iranian system kills its people, we will defend the people through military intervention.” On that same day, the largest number of killings of civilians and security personnel occurred.

Acts included the killing of passersby, beheadings, burning individuals alive, attacks on security personnel, arson against mosques and religious centers, burning of the Holy Qur’an, assaults on hospitals and medical facilities, and the destruction of emergency and firefighting equipment. These actions caused extensive physical casualties, massive financial losses, and deep psychological trauma across Iranian society.


These events generated a nationwide demand for decisive judicial action without leniency. Calls were made for the prosecution of all individuals and entities directly or indirectly responsible, including U.S. leaders, Zionist officials, fugitive monarchists, and the leaders of armed terrorist groups.

During nationwide demonstrations on 22 Dey 1404, citizens explicitly demanded that the judiciary accelerate criminal proceedings and impose punishment on those responsible for these crimes.


Named Foreign Officials and Direct Responsibility

The killing of civilians and security personnel is attributed to armed terrorist groups operating under the direct guidance of Donald Trump, with the involvement of senior U.S. officials including Lloyd Austin, General Dan Caine, Admiral James Kilby, General David W. Allvin, and Admiral Brad Cooper, as well as members of both U.S. political parties.

These actions were carried out with intelligence and operational support from senior officials of the Zionist regime, including Benjamin Netanyahu, Eli Cohen, Itamar Ben-Gvir, Israel Katz, Bezalel Smotrich, David Barnea, and Eyal Zamir.


Reza Pahlavi and the Financing of Armed Violence

Reza Pahlavi’s cooperation with the United States and the Zionist regime, and his explicit endorsement of bloodshed as a prerequisite for political change, aligns with the operational logic of terrorist organizations previously active in Syria and Iraq.

In an interview with CBS News, when asked whether he considered his actions responsible, he stated: “This is war, and war has costs.” This statement constitutes an implicit acknowledgment of advocating war inside Iran.

The broader role of the Pahlavi family—including Farah Diba—is also emphasized. The family, which removed more than $35 billion from Iran at the time of the Shah’s departure according to documented reports, has used this wealth to finance, arm, and organize terrorist groups. All individuals involved bear criminal and civil liability toward the Iranian people.


Violations of International Law

The killing of women, children, and security personnel, along with the destruction of religious sites, markets, businesses, public property, and humanitarian infrastructure, constitutes a clear violation of international humanitarian law and human rights norms.

The United States’ long record of military aggression, coups, war crimes, and support for armed terrorist groups—particularly against independent states—forms the broader context in which these crimes were committed.
